It makes it so that every type of ammo in the game can spawn as loose loot, and balances the chances of each caliber, as well as each ammo type in each caliber, intelligently so that caliber and ammo type spawn chance can be balanced separately.
The name comes from the era of funny mod names, like POOP, BDSM, and S.H.I.T. Case.
